His experience spans a wide range of major projects, including commercial and retail developments and significant rail and water infrastructure projects. He advises clients on procurement and tendering, contract administration and strategic claims management, bringing a practical and commercially focused approach to project delivery and risk management.
Andrew is known for his extensive experience in drafting and negotiating a broad range of project delivery and procurement contracts, including design and construct, EPCM, PPP, alliance and relationship contracting arrangements, as well as development agreements.
Leveraging his in‑house counsel experience, he applies his strong understanding of the commercial and operational drivers of major asset‑owning organisations to assist clients with contract structuring, project administration and the resolution of complex contractual issues across the life of major projects.
Advising government agencies on the procurement and delivery of major transport infrastructure projects, including road upgrades, rail line upgrades, light rail, station developments and stabling yard programs. This has included preparing and negotiating project agreements, D&C contracts, independent verifier packages, interface arrangements and related procurement documentation.
Preparing framework arrangements for the collaborative delivery of multi-year utilities programs, including treatment plant, distribution network and infrastructure upgrade works. This has included framework agreements with delivery contractors, design consultants and specialist suppliers, using target cost, cost-reimbursable and painshare/gainshare structures.
Advising major energy and resources clients on coal seam gas, LNG, mining and processing infrastructure projects across Australia and Papua New Guinea. This has included gas gathering networks, compression facilities, processing plants, pipelines, power transmission infrastructure, mining services contracts and EPCM arrangements.
Advising rail operators, port authorities, government-owned corporations and contractors on rail, port and logistics infrastructure. This has included rail terminal development contracts, rail services agreements, rollingstock maintenance arrangements, port development agreements, leases, operations licences and tripartite contracting arrangements.
Advising developers, institutional investors, financiers and major asset owners on commercial, retail, mixed-use, residential and office developments. This has included construction and D&C contracts, consultancy agreements, novation and assignment arrangements, and construction due diligence for project-financed developments.
Advising education and health sector clients on construction and upgrade projects, including science building developments, air-conditioning upgrade programs and medical services facilities. This has included bespoke construction and D&C contracts, GMP pricing mechanisms, contractor negotiations, payment claims, variations and settlement arrangements.
Advising principals, government agencies, developers and major corporates on construction claims, including payment schedules, adjudication applications and responses, subcontractor charges, delay and variation claims, and settlement strategies. This has included coordinating expert evidence, preparing statutory declarations and managing claims under compressed statutory timeframes.
Advising on renewable energy and emerging technology projects, including hydrogen plant procurement, hydropower construction, transmission projects and drone stringing technology for transmission infrastructure. This has included EPC contracts, major supply agreements, equipment leasing arrangements, framework contracts and amended international standard form contracts.
